         <title>Request for Public Comment: 30-Day Proposed Information Collection: Indian Health Service Customer Satisfaction Survey </title>
         <description>SUMMARY: In compliance with Section 3506(c)(2)(A) of the Paperwork 
Reduction Act of 1995, which requires 30 days for public comment on 
proposed information collection projects, the Indian Health Service 
(IHS) has submitted to the Office of Management and Budget (OMB) a 
request to review and approve the information collection listed below. 
This proposed information collection project was previously published 
in the Federal Register (74 FR 46201) on September 8, 2009 and allowed 
60 days for public comment. No public comment was received in response 
to the notice. The purpose of this notice is to allow 30 days for 
public comment to be submitted directly to OMB.

         <title>Notice of Availability of the Revised Minerals Management Service Documentation of Section 106 Finding of Adverse Effect (Revised Finding) for the Proposed Cape Wind Energy Project Located on the Outer Continental Shelf (OCS) in Nantucket Sound</title>
         <description>SUMMARY: The MMS has prepared a revised version of its Section 106 
Finding of Adverse Effect document related to the proposed Cape Wind 
Energy Project pursuant to implementing regulations for Section 106 of 
the National Historic Preservation Act (36 CFR Part 800). The original 
Finding of Adverse Effect for this project was dated January 29, 2009. 
The Finding of Adverse Effect is being revised in response to new 
information that five additional properties within the Area of Adverse 
Effect for the project have now been found to be eligible for inclusion 
in the National Register of Historic Places.

         <title>Amendments to Various National Indian Gaming Commission </title>
         <description>SUMMARY: On July 27, 2009 (74 FR 36926), the National Indian Gaming 
Commission (``NIGC&apos;&apos;) published a final rule updating various NIGC 
regulations and streamlining procedures. On August 25, 2009 (74 FR 
42275), NIGC extended the effective date of the changes made by the 
final rule to December 31, 2009. This publication corrects inadvertent 
errors left in Sec.  514.1 of the final rule so that fees and fee 
statements are due on June 30th and December 31st of each calendar 
year, not on March 1st and August 1st as originally published.

Presidential $1 Coin 25-Coin Rolls.
    The 2010 Native American $1 Coin 25-Coin Rolls will be released 
January 22, 2010, and will be priced at $35.95. Rolls of coins struck 
at both the United States Mint facilities at Philadelphia and Denver 
will be available.</description>

 <p></p>The United States has a unique legal and political 
                relationship with Indian tribal governments, 
                established through and confirmed by the Constitution 
                of the United States, treaties, statutes, executive 
                orders, and judicial decisions. In recognition of that 
                special relationship, pursuant to Executive Order 13175 
                of November 6, 2000, executive departments and agencies 
                (agencies) are charged with engaging in regular and 
                meaningful consultation and collaboration with tribal 
                officials in the development of Federal policies that 
                have tribal implications, and are responsible for 
                strengthening the government-to-government relationship 
                between the United States and Indian tribes.

         <title>Small Business Size Regulations; 8(a) Business Development/Small Disadvantaged Business Status Determinations; Proposed Rule</title>
         <description>SUMMARY: This rule proposes to make changes to the regulations 
governing the 8(a) Business Development (8(a) BD) and Small 
Disadvantaged Business (SDB) programs, and to the U.S. Small Business 
Administration&apos;s (SBA or Agency) size regulations. Some of the changes 
involve technical issues such as changing the term ``SIC code&apos;&apos; to 
``NAICS code&apos;&apos; to reflect the national conversion to the North American 
Industry Classification System. Other changes are more substantive and 
result from SBA&apos;s experience in implementing the current regulations. 
For example, SBA has learned through experience that certain of its 
rules governing the 8(a) BD program are too restrictive and serve to 
unfairly preclude firms from being admitted to the program. In other 
cases, SBA has determined that a rule is too expansive or indefinite 
and has sought to restrict or clarify that rule. In one case wording 
changes are being proposed to correct past public or agency 
misinterpretation. Also, new situations have arisen that were not 
anticipated when the current rules were drafted and the proposed rule 
seeks to cover those situations. Finally, one of the changes, involving 
Native Hawaiian Organizations (NHO&apos;s), implements a statutory change.

         <title>Minimum Internal Control Standards for Class II Gaming</title>
         <description>SUMMARY: The National Indian Gaming Commission (``NIGC&apos;&apos;) announces the 
extension of the effective date on the final rule for Minimum Internal 
Control Standards for Class II Gaming. The final rule was published in 
the Federal Register on October 10, 2008. The Commission has changed 
the effective date for the amendments to Sec. Sec.  542.7 and 542.16 as 
well as the date for operations to implement tribal internal controls 
found in 543.3(c)(3) to October 13, 2010, in order to extend the 
transition time.

         <description>SUMMARY: EPA is approving a Tribal Implementation Plan (``TIP&apos;&apos;) 
submitted by the Mohegan Tribe of Indians of Connecticut (``the 
Tribe&apos;&apos;). This revision adds new emission units to the Tribe&apos;s TIP, 
while maintaining an enforceable cap on nitrogen oxide emissions from 
stationary sources owned by the Mohegan Tribal Gaming Authority and 
located within the external boundaries of the Mohegan Reservation. The 
revision also provides the Administrator of The Mohegan Environmental 
Protection Department with enforcement authority for violations of the 
Mohegan TIP and establishes a right of appeal to the Director of 
Regulation and Compliance and the Mohegan courts. This action is 
intended to help attain the National Ambient Air Quality Standards 
(NAAQS) for ground-level ozone. This action is being taken in 
accordance with the Clean Air Act.

amended, 5 U.S.C. 552a(e)(4), the IHS has amended and is publishing the 
proposed alteration of a system of records, System No. 09-17-0003, 
``Medical Staff Credentials and Privileges Records.&apos;&apos; The amended and 
altered system of records makes several administrative revisions which 
includes the deletion of the Social Security Numbers (SSNs) language to 
comply with the Office of Management and Budget (OMB) Memorandum (M)07-
16, Safeguarding Against and Responding to the Breach of Personally 
Identifiable Information (May 22, 2007); and the HHS Directive 
Memorandum of October 6, 2008 to all Operating Division Heads to 
develop and execute a plan to eliminate the unnecessary collection and 
use of SSNs; and the inclusion of a new routine use to comply with OMB 
(M)07-16 and the HHS Memorandum dated September 19, 2007 to incorporate 
Notification of Breach Routine Use language; and the update of the 
Appendix 1 of the SOR.

         <description>SUMMARY: This notice advises the public that the Department of 
Interior, Bureau of Indian Affairs (BIA) and the U.S. Environmental 
Protection Agency (EPA) as co-lead agencies; and the Mandan, Hidatsa 
and Arikara (MHA) Nation and the U.S. Army Corps of Engineers as 
cooperating agencies, intend to file a Final Environmental Impact 
Statement (FEIS) with the EPA for the proposed Clean Fuels Refinery, and that the FEIS is now available for public 
review. The proposed Federal actions are: (1) The taking into trust of 
469 acres of fee land by the BIA in support of the MHA Nation&apos;s 
proposal to construct and operate a clean fuels refinery and produce 
buffalo forage; and (2) the issuance by the EPA of a Clean Water Act, 
National Pollutant Discharge Elimination System Discharge (NPDES) 
permit for the discharge of treated wastewater from the proposed 
refinery.
