NIGC releases five-year strategic plan

The National Indian Gaming Commission released its first-ever strategic plan on Thursday.

The plan took longer than expected to develop, NIGC Chairman Phil Hogen said in a letter to tribal leaders. He is asking for comments on it by October 31, 2008.

NIGC's three strategic goals over the next five years are: 1) Increase compliance with gaming laws and regulations; 2) Increase service to tribal governments and gaming operations; and 3) Maximize the use of Commission resources. The plan also identifies "external factors" -- such as the court decision that struck down the minimum internal control standards for Class III gaming -- that will affect regulation of tribal casinos.

Congress amended the Indian Gaming Regulatory Act to require NIGC to comply with the Government Performance Results Act of 1993. GPRA requires federal agencies to develop a five-year strategic plan, prepare an annual performance plan and publish an annual performance report. NIGC Is still working on the last two requirements.
