Steve Wynn describes vision for casino in Pennsylvania

Gaming mogul Steve Wynn said he will spend $600 million to build the Foxwoods Casino Philadelphia but the Pennsylvania Gaming Control Board said it will continue to fine the project until details are produced.

Wynn wants to serve as lead manager in the casino and said he will own 51 percent of the project. That would affect the stake of the Mashantucket Pequot Tribal Nation of Connecticut.

The tribe and other investors have been fined $186,000 for failing to advance the project. The board voted to continue the $2,000 daily fines and set a timetable for Wynn to submit more information.
