Child welfare contract subjects tribes to state court

Wyoming Gov. Dave Freudenthal (D) has proposed to subject tribes to state court jurisdiction in Indian child welfare disputes.
Freudenthal said a contract to provide child-protective services on the Wind River Reservation has to treat tribal members just like other state citizens. But tribes are calling it an attack on their rights.
The reservation is home to the Northern Arapaho Tribe and the Eastern Shoshone Tribe.
In past years, the tribes were not subject to state courts, said a tribal attorney. Freudenthal is propising a new contract to replace an expiring one.
