Joe Garcia, the new president of the National Congress of American Indians, addressed the New Mexico Legislature on Tuesday.

Garcia, the governor of Ohkay Owingeh, formerly known as San Juan Pueblo, called for infrastructure improvements on the reservation, saying they will spur economic development. He said the state is taking positive steps in improving Indian education.

Garcia spoke on Native American Day at the Native American Day. The state Senate passed a memorial honoring Garcia for his NCAI election and recognizing the name change at Ohkay Owingeh, located north of Santa Fe.
