House passes $463B federal appropriations measure

The House voted 286 to 140 on Wednesday to pass a $463 billion spending measure that maintains level funding for most federal agencies, provides some increases for Democratic priorities and eliminates thousands of earmarks.

Democrats combined nine individual spending bills that were left unpassed by the last Congress. They provided some minor boosts to the Indian Health Service, the Bureau of Indian Affairs and land claim and water settlements.

Republicans complained they weren't allowed to make amendments to the omnibus. They also claimed it contained some pork projects, but Democrats said those were leftovers from the Republican era.

"We had no requirement to retroactively go back two years earlier and repeal silly things that your side of the aisle did two years ago," Rep. David Obey (D-Wisconsin), the chairman of the House Appropriations Committee, said on the floor, The New York Times reported.

The Senate is expected to pass the measure next week.
