N.Y. opinion affirmed Shinnecock Nation sovereignty

The Shinnecock Nation of New York says its case for sovereignty is bolstered by a 1987 legal opinion from a state official.
The opinion, from the New York Secretary of State, says the state doesn't have jurisdiction over the Shinnecock Reservation even though the tribe lacks federal recognition.
"As an Indian Tribe the Shinnecocks have sovereign authority to govern their territory," the opinion states. "This sovereign power may only be limited by an act of the United States Congress."
The tribe is trying to build a casino on its land but the state and local officials are objecting. A federal judge has put the plans on hold pending resolution of a lawsuit.
