Stevens won't back away from Native funding issue

Alaska Senator Ted Stevens (R) says he won't back away from plans to change how Alaska tribes receive federal funds.
Stevens says he will investigate so-called "phantom tribes" that do not have enough
members or live in villages that are empty. He believes federal funds should go to tribes that need them.
Stevens won't appear in person at the Alaska Federation of Natives (AFN) convention, which starts today, but will give a videotaped speech. He told The Anchorage Daily News that he has been hurt by allegations that he is racist. Earlier this month, he told reporters that Alaska Natives
threaten the state by exerting their sovereignty.
